Chief Minister Lecture by Dr. Shiwani Bansal.

India is a Parliamentary democracy. Governor is nominal executive and chief minister is the real executive. The chief minister is appointed by the Governor and council of minister is appointed by the Governor on the advice of chief minister. The chief minister performs various functions like appointment of council of minister, head of council of ministers, gives advice to governor regarding appointment of various dignitaries. He is the political head of civil services and gives information to Governor about state affairs.

Chief Secretary Lecture by Shiwani Bansal.

The office of chief secretary is a British legacy. It came into existence in 1799 by Lord Wellesley. The chief secretary plays an important role in the state administration. He acts as advisor to chief minister, secretary to cabinet. He is head of civil service and acts as head of certain administrative departments.
